Dr. Joan Oughton Bucy, Principal

Asheville City Schools is excited to announce the appointment of Dr. Joan Oughton Bucy (Bu-cee) as the new principal at Isaac Dickson Elementary School, effective July 7, 2025. Dr. Bucy brings a wealth of experience in educational leadership, curriculum development, and community engagement to her new role.
Dr. Bucy’s distinguished career includes over 15 years in public education, where she has demonstrated a steadfast commitment to student success and innovative teaching practices. Her leadership style is rooted in collaboration, inclusivity, and a passion for fostering a positive school culture.
Currently, Dr. Bucy serves as the Principal at Starling, in Columbus, Ohio, where she leads a large urban elementary school serving PreK-8th grade. Previously, she was the Principal of Olde Orchard Alternative Elementary in Columbus, Ohio where she served as an administrator of another large urban elementary school. In both roles, she has been recognized for her collaborative approach, commitment to academic excellence, and dedication to building strong relationships with students, families, and staff.
Dr. Bucy’s qualifications are extensive and impressive. She earned her Doctorate in Educational Administration from Concordia University in 2016, and a Master’s degree in Teacher Leadership from Northcentral University in 2010. She is a National Board Certified Teacher in Exceptional Needs (2008) and holds a Master Teacher Certificate (2009). Dr. Bucy maintains licensure in Administration and as a Lead Educator, as well as Special Education K-12 SLD/DH-CD/MI-MO cross-categorical in Ohio. She has completed LETRS training in the Science of Reading and has served as a cooperative teacher for student teachers from Capital University, Ohio State University, and Ashland University.

Dr. Bucy will succeed the outgoing principal Mrs. Ruletta Hughes who announced her retirement in May. Dr. Bucy looks forward to building strong relationships with students, families, and staff at Isaac Dickson Elementary. The Asheville City Schools Crew extends a warm welcome to Dr. Bucy and anticipates an exciting new chapter under her leadership.
